A Comprehensive Evaluation Model for Vocational Education Development: based on GRA-TOPSIS Integration and Its Application

Abstract

Since the 20th National Congress of the Communist Party of
China, China has established an integrated development
strategy for building a strong education, talent, and
technology nation, with the strategic goal of ‘becoming an
education powerhouse’ by 2035. Vocational education is a
crucial part of the education system and a significant
factor in achieving this goal. This paper constructs a
quality evaluation index system for vocational education
from eight dimensions: the economic development background,
industrial structure background, educational investment,
enterprise investment, integration of vocational and
general education, continuous education, lifelong learning,
and international influence. In terms of index acquisition,
a panel dataset of China over the past decade is selected,
ensuring representativeness and comprehensiveness, which is
of practical guiding significance. The BP neural network
method is employed for index screening to guarantee that
the selected indicators have a significant impact,
facilitating the smooth realization of the education power
strategy.
